The Kasese Resident district Commissioner, Lt. Col. James Mwesigye, has been implicated in illegal evictions in Kasese district.
Appearing before the commission of inquiry into land matters, the Kasese District LC5 Chairperson, Sibendire Bigogo, accused Mwesigye of illegal evictions of Bakonzo cultivators off their land in the villages of Ibuga, Bigando, Nkoko and Rwehingo in Kitswamba Sub County, Busongora County.
Bigogo told the commission led by Justice Catherine Bamugemereire that Mwesigye also connived with Basongora pastoralists to grab huge chunks of land.
In 2007, Basongora pastoralists from the Democratic Republic of Congo illegally settled in Queen Elizabeth national park. Landless cultivators were also forced to settle on the same land. In 2008, the inter-ministerial committee, led by the then agriculture minister Hilary Onek, resolved that some parts of Ibuga Prison farm be de-gazetted and distributed to the communities in the ratio of 3:1 for pastoralists and cultivators respectively. However, this angered the cultivators.
Mwesigye was also pinned for his involvement in the eviction of Bakonzo cultivators on land located in Nkoko village, Kitswamba Sub County After the Bakonzo were evicted, the land totaling 312 acres was given to the pastoralists. Mwesigye is expected to appear before the commission today afternoon.
