The Inspector General of Police-IGP, Kale Kayihura has replaced Good Mwesigwa, the commandant of the Professional Standards Unit-PSU for allegedly mishandling gold scam investigations. According to a message issued yesterday evening, Kayihura has appointed Assistant Commissioner of Police, John William Okalany as the new commandant of the Professional Standards Unit.
“Transfer and appointment take immediate effect. Director Human Resource Administration to witness handing and taking over,” reads the message in part. Kayihura is however, silent on what will happen to Mwesigwa. Okalany has been working in the Police Directorate of Human Rights and Legal Services.
The sacking of Mwesigwa comes barely a month after he took over from the former PSU Commandant, Joel Aguma who is facing trial in the military court martial for kidnapping and illegally repatriating Rwandan nationals. Mwesigwa’s troubles started when he was implicated for pocketing a bribe of Shillings 10million from Hajji Baker Kazibwe, a Gold dealer.
Kazibwe, a director at Southern Minerals Ltd isd accused together with others employees of the company of defrauding Julius Byamugisha Shillings 87 million in October 2017. As Kampala Central Police Station was investigating the case, Kazibwe allegedly complained to PSU through its commander Mwesigwa leading to the arrest and detention of the Investigating Officer, Edward Musinguzi for 11days.
Officers from Kampala CPS and Kampala Metropolitan police have since accused Mwesigwa and the PSU spokesperson Vincent Ssekate for interfering in the investigations after pocketing bribes. However, PSU insists that they intervened to help an investigation, which was being mismanaged.
