Kabale District Unveils Shs 55 Billion 2026/27 Budget After Tense Council Session.

Kabale District Council yesterday laid its annual work plan and draft budget estimates of 55.08 Billion Shillings for the 2026/27 financial year, following a contentious session that nearly collapsed.

The budget, originally scheduled for last Thursday, was delayed when the District Chairman Nelson Nshangabasheija refused to table it, insisting that the council should first approve his nominees for the District Public Accounts Committee and the District Land Board.

When the council reconvened yesterday, the District Speaker Flavia Nyinakiiza Kanagizi called on Nshangabasheija to present the budget figures, but he again refused, reiterating his demand for the appointment approvals. As tempers flared, Nyinakiiza was forced to suspend the session for ten minutes to restore order.

When the session resumed, Nshangabasheija remained outside the chamber, prompting his Vice Miria Tugume to take the floor and formally tabled the annual work plan and draft budget estimates for the 2026/27 financial year.
