NIRA Kabale office refunds UGX 480,000 as bribes during registration in Butanda and Kahungye

The National Identification and Registration Authority (NIRA) office in Kabale has returned 480,000 shillings to the Kabale Resident District Commissioner after some NIRA staff solicited the money as bribes during the recent registration exercise in Butanda and Kahungye Sub-counties.

This followed multiple complaints from the public, which initially prompted police to arrest four suspects on October 16, 2025. The individuals were later released on police bond with strict instructions to refund the misappropriated funds.

While receiving the recovered 480,000 shillings yesterday, Kabale RDC Major Godfrey Katamba condemned the arrested NIRA officials for corruptly charging residents between 10,000 and 20,000 shillings for services that are legally free, dismissing their claim that the money was for a generator fuel.

The NIRA Registrar for Greater Kabale, Billy Basulwa, condemned the corrupt officials, stressing that National ID registration is a government service that is entirely free.
