Luuka CAO summoned over alleged Shs1.075bn Cow procurement fraud in Kabale district.

Security authorities in Kabale District have summoned the Luuka District Chief Administrative Officer, Ronald Mutegeki, to record a statement with the Criminal Investigations Department regarding the alleged forgery and mismanagement of over 1.075 billion shillings meant for the procurement of 399 cows under the Green Climate Fund project.

The criminal summons, dated August 11, 2026, and signed by Kabale District CID Officer, Nelson Tumwine, alleges that Mutegeki connived with District Production Officer, Beda Mwebesa, District Internal Auditor Denis Maviiri, and Assistant Inventory Management Officer Elly Niwamanya to forge documents. The officers reportedly falsified records to show that all 399 heifers were delivered, yet only 297 were supplied, leaving 102 unaccounted for.

The heifers were intended for families who voluntarily vacated wetlands. The summons directs Mutegeki to appear at the Kabale District CID office on August 17 at 10:00 a.m. without fail. The Kabale Resident District Commissioner, Maj. Godfrey Katamba said that Mutegeki must explain why he signed off on the procurement of all 399 cows on December 30, 2025, despite having been transferred from the district on December 23.
